Keep him otherwise occupied. Set up a little play area for him, with his toys and some obstacle course stuff.
Barbed wire? Really? You might be in for some pretty steep vet bills, and some heartache too if his eyes are damaged.
I agree with the pepper trick too. I use red pepper in my bulb gardens to keep the squirrels out. It works on them.
Reply:Start with obedience training irst and foremost so when you say NO he knows what is right and wrong. Then be with him in the garden so you can encourage certain things and discourage with NO other things.
Getting him a friend of sorts will definitely distract him, since this behaviour normally is out of boredom - are you taking him for long walks every day?

Reply:Where is your dog supposed to go to let off a bit of steam? Isn't a garden the perfect safe place for him? Your plants will grow back. My garden looks like a bomb site too - only today I caught my pup eating a tulip bulb. It's annoying, but at the end of the day, she'll grow out of it and the garden will recover.

you'll be keeping him out and watering the garden at the same time. While some dogs may be stubborn, most do not like to be sprayed with a jet of water so this may work for you.
