Is it possible to have a successful garden grown while living in an apartment?

I want to grow a garden. Veggies like tomatoes mainly, maybe some other stuff.. If anyone can help with some suggestions that would be great! I have a fairly big balcony, so there is room.

Yes, it's possible. If you have a south or west facing balcony to provide enough light, then you are well on your way.

Get some large planters, or even a 5 gallon pail as long as you make some drain holes. Put in a good potting mix and add some compost if you can, fill the pot to the top and if a pail at least half way. Put one tomato per pot, unless it's a really large pot you can do a couple. You'll want a couple plants at least, which will help in pollination. They are heavy feeders, so you'll want to provide a good fertilizer every week or two to ensure good growth and fruit setting.

Easy vegetables to grow in containers are tomatoes, peppers, cucumbers (trellised for vining, not so much with bush), eggplant, lettuces, herbs, bush squashes, you can even grow potatoes if you have a 5 gallon pail with a lot of compost and soil in it.

There are several good websites for container growing, and lots of plants are available as dwarfs so you should be able to get some to grow. Good luck!
