Where is Trophy Garden And How Do you get it in Pokemon Diamond?

I want to get a evee but the only way besides gettingone in trophy garden is getting one from Bebe for some reason.

first you need to get a national dex

then you can go and talk to bebe if you want to she is in hearthome city right next to the pokemon center she gives you a lvl 5 eevee (bill raises them in jhoto and they are best friends) or the trophy garden on certian days it is on route 212 have to talk to the guy that owns the place he will say the pokemon and the dude next to him will run off lokking for it then you go to the back and find eevees there are some dittos if you use the pokerader on route 218
